Development and Reform Commission: Efforts to eliminate the substantial increase of hydropower in Central China

This year, the water supply in the Central China region was relatively good. The water in key river basins and the Three Gorges Reservoir was 90% higher than the same period of last year. In particular, there have been many large-scale heavy rainfall since May. The major hydropower plants in Hunan, Chongqing, and Jiangxi were once fully flooded. Sichuan Hydropower generation accounts for up to 86.78% of the total electricity generated by the grid. From May 1 to June 26, the hydropower generation in central China amounted to 39.36 billion kilowatt-hours, accounting for 40% of the total power generation capacity of the power grid, an increase of 41.4% year-on-year. Due to the year-on-year drop in the increase in electricity consumption in central China, hydropower consumption is facing greater difficulties, among which Sichuan is affected by factors such as poor regulation of the reservoir and it is particularly difficult for hydropower consumption.

In view of this situation, the National Development and Reform Commission timely communicated with the State Grid Corporation of China and relevant regions to give full play to the role of trans-regional and inter-provincial power transmission channels, flexibly adjust power trading, and organize large-scale organizations to absorb surplus hydropower. The first is to optimize the production and production organization. Guide the provinces and cities in central China to arrange power grid operation according to the minimum thermal power-on mode, make full use of hydraulic resources, and try their best to avoid abandoned water. The second is to timely adjust the transmission arrangements for UHV and other transmission channels. Since May, the UHV AC south transmission power has been reduced three times in a row, and since June 13th it has been converted to the north transmission mode of Nandian, sending 600,000 kilowatts of Sichuan hydropower to North China. At the same time, arrangements will be made for additional UHV DC transmission, and Debao DC reverse transmission will be arranged to dissipate Sichuan hydropower to East China and Northwest China. The third is to give full play to the role of the national power market in flexibly carrying out power trading. The annual trading plan was optimized, and all the electricity in Northwest China sent to Sichuan for the annual transaction was transferred in May to make room for Sichuan's hydropower consumption. It organized Sichuan to send short-term transactions such as northwest, central China, South China, and East China Three Gorges flood and dry replacement to reduce the pressure on hydropower in Huazhong Power Grid. The fourth is to actively coordinate inter-provincial interactions and consumption in the province. Henan, Hubei, Hubei, Chongqing, Sichuan, to absorb excess water and electricity, Chuanyu cross-section basically remained full. Sichuan, Hunan and other provinces were organized to strengthen power balance analysis and plant network coordination, and fully absorb hydropower in the province on the basis of ensuring the safety of power grids.
