â– Industry development standards first
In 2010, the demonstration and promotion of electric passenger vehicles has not yet started. The city that has already implemented “Ten Cities and Thousands of Vehicles†does not have a clear understanding of electric buses. In automobile companies and users, electric vehicles are also new things, and the whole industry is exploring. Row. Just this year, the standardization of electric vehicles was put on the agenda.
Zhou Rong, chief engineer of the Automotive Standardization Research Institute of China Automotive Technology and Research Center, said: "In April 2010, the National Standards Commission requested the National Automobile Standards Commission to study and formulate a framework framework for energy-saving and new energy vehicles. In August 2011, the Ministry of Industry and Information Technology called for electric vehicles. Relevant enterprises, led by the National Automobile Standards Committee to carry out research work on electric vehicle standardization, officially issued research tasks in October 2012."
Standards have precedents in the international arena, and the German and American auto industries are at the forefront. In 2010, the German Electric Vehicle Standardization Work Roadmap (first edition) was released, and three upgrades were made. The United States released the "United States Electric Vehicle Standardization Work Roadmap" in April 2012, and subsequently upgraded twice. Zhou Rong said: "German has been updated about two years, and the standardization of electric vehicles in China will be similar."
In addition, with the development of new technologies, there are more and more cross-border phenomena in the automotive field, and vehicle networking and automatic driving are constantly emerging. This is the result of the combination of automobile and communication technology and artificial intelligence. Zhou Rong said: "5G communication has not yet been popularized, and the 5G standard has been researched and developed. Cars are increasingly integrated into new technologies and need to adapt to changes in the new situation. Standards can not only allow the industry to seize the commanding heights when integrating new technologies. It will also lead the development of electric vehicle technology."
Therefore, in order to promote the standardization of the electric vehicle field, it is especially necessary to develop a standard road map. Wang Li, deputy director of the Industry Standards Department of the National Standards Committee, pointed out: "After the release of the Roadmap, it will unite the consensus of the whole industry and promote the green development of automobiles and related industries. It will further strengthen the link between standards and industries and accelerate the new electric vehicles. The advanced layout of technology."
Liu Yongdong, deputy director of the China Electricity Council's Standardization Management Center, said: "The past technical standards are independent. The Roadmap reveals the inherent links between technical standards."

The "Road Map" released this time sorts out and deploys the standardization work of electric vehicles and system components, interface and communication, infrastructure and related industries from the present to 2025. Zhou Rong said that in terms of vehicle, the Road Map covers BEV, HEV, FCEV and key components; in terms of interface and communication, the Roadmap covers charging, power exchange, hydrogenation, communication, etc.; The "Road Map" includes charging piles, charging stations and power stations, hydrogen refueling stations, etc. In terms of related industries, the "Road Map" covers emergency rescue, recycling, operation, packaging, storage and transportation.
Zhou Rong said that at present, there are 106 effective standards for electric vehicles in China, including 74 electric vehicles and 32 charging infrastructures. There are 21 standards for reporting in the field of electric vehicles, including 15 Chinese standards and 6 standard standards. There are 31 research standards in the field of electric vehicles, 27 of which are Chinese standards and 4 are standard.
Specifically, in the field of electric vehicles, there are 14 basic general standards; there are 19 electric vehicle standard standards, including 8 pure electric vehicles, 7 hybrid electric vehicles, and 4 fuel cell electric vehicles; key systems and components There are 33 standards, including 16 vehicle energy storage systems, 11 electric drive systems, 3 fuel cell systems, 3 other systems and components; 10 interface and facility standards, including 8 charging systems and interfaces, hydrogenation System and interface 2 items.
However, these standards are not comprehensive and there are still standard gaps. In response to the missing standard items, Zhou Rong said that the Road Map is divided into four phases: emergency (2016), short-term (2017), medium-term (2018~2020), and long-term (2021~2025) according to demand. The standardization work in 2025 was reorganized and deployed to check for missing gaps.
While perfecting the standards for electric vehicles, Zhou Rong introduced that China's electric vehicle standard system fully considers China's actual situation, with the aim of truly promoting the development of the industry, not as the standards considered by some foreign-funded enterprises are too strict. For example, he said that China's battery safety requirements begin with a single unit, while foreign countries only require the safety of battery packs. From years of practice, battery safety accidents basically start with battery cells. "From the beginning of the development of safety standards, you can kill hidden dangers at the source." Zhou Rong said.
â– Three standards will become mandatory standards
In the process of accelerating the construction of standardization, it is not in accordance with the existing ideas, and is constantly adjusting and improving with the changes in the industrial environment.
At this meeting, Zhou Rong introduced that although China's electric vehicle standard system has begun to take shape, it is currently a recommended standard and has insufficient binding force on the industry. In order to play a standard role, the three mandatory standards for "Safety Technical Requirements for Electric Buses", "Safety Requirements for Lithium Ion Power Battery for Electric Vehicles" and "Safety Requirements for Electric Vehicles" will be issued at the same time as the "Road Map" is released. The final draft was drafted by Yutong Bus, Ningde Times and BYD. Why choose to let companies take the lead in setting standards? Zhou Rong said: "Let the company write the drafting standards, you can give full play to the scientific research strengths and advantages of the first-line enterprises, so that the standards and industry development are more closely integrated."
